Singapore’s Prime Minister Lawrence Wong is set to visit Russia, marking the first such trip since Singapore imposed unilateral sanctions on Moscow following the 2022 invasion of Ukraine.

Since taking office in May 2024, Wong has logged 23 international trips across 19 countries. Russia was conspicuously absent from that list, until now.

Why Singapore’s stance matters

Singapore imposed unilateral sanctions on Russia back in February and March of 2022, making it a stark outlier among ASEAN nations. Those sanctions include export controls on items with military applications and restrictions on financial transactions involving specific Russian banks. No other member of the 10-nation Southeast Asian bloc took similar steps.

The upcoming ASEAN-Russia summit, scheduled for June 17-18, 2026, in Kazan, Russia, is expected to draw participation from all ASEAN leaders. Wong’s attendance, or lack thereof, carries outsized symbolic weight precisely because of Singapore’s unique sanctions posture.

Singapore has also been active on the broader Ukraine diplomacy front. In 2024, the country sent a special envoy to the Global Peace Summit held in Switzerland.

As of mid-June 2026, Wong’s participation remains uncertain. For a leader who has visited 19 countries across 23 trips, the deliberation around this single destination underscores just how loaded the decision is.
